Surveyors to contest Major Works charges from Southwark

...Can anyone suggest a surveyor who might be suitable as an 'expert witness' to investigate / contest likely exorbitant major works charges from London Borough of Southwark?

Any leaseholders worked successfully with any surveyors before?
