Litter at Sainsburys/ nursery entrance

Does anyone know who is responsible for the litter-strewn land surrounding the nursery at the Dog Kennel Hill pedestrian entrance to the Sainsburys car park? It is one of the dirtiest, most depressing sights/ sites in the whole area. Is it council, Sainsburys or nursery-owned?

The people responsible are those who drop the litter.
