Admin role: trolls and curmudgeons

What's the best way of dealing with these? I would like to see the administrator calling out people who just feel a need to make a grumpy remark which actually adds no value to a post whatsoever. If people want to make helpful suggestions, fine?.but why dump on someone else's' idea without being constructive? I'm not talking -- "I'm not sure this will work, as you'll need to think about x y or z" more like "idiots, bad idea, etc?". Rather than being cynical and critical, they should just remain silent. If no one responds, then the poster will know it was an idea that has no traction. If someone is selling something and the price is too high, then either negotiate down or say nothing. Again, the seller will know they were being unrealistic.

I have just come back to ED having lived in another country and we had a Facebook site called "Put me in touch" with almost 20K members, a bit like the EDF. The admins called out trolls and banned them from posting. All comments on anyone's post had to be constructive in some way.

Apologies if this has been suggested before.
