2 big double rooms in a shared household

Our 2 flatmates are moving out closer to their work place so the remaining 2 people who are my flatmate and I are looking for 2 girls to join our easy going household. We have a big low maintenance garden with astroterf and the way the rooms are located provides a lot of privacy for all tenants. Rooms are ?520 and ?530, bills not included.   Couple of likely lads knocking doors earlier this evening, claiming to be from ‘rehabilitation project’ and trying to sell cleaning kit to raise money to get into a hostel. Not really putting much effort into trying to hide that they casing local houses around the library area. So be it, be aware. But my question is what to do in such circumstances. Should I contact police - who? how? - or the council or something? Would appreciate advice.
