Briefing note


Serious Assault


At 18:09 hours police were called to a report of a disturbance at Harlescott road, SE15 involving males with knives. A further report stated a male had been stabbed at the location.


Officers attended along with London Ambulance Service; the male was treated and taken to hospital with injuries.


Two males were detained at the scene and arrested and a number of weapons recovered.


Due to the disorder a Section 60 Search Power and Section 35 dispersal was authorised by Inspector Greenslade from 18:40 hours until 07:00 hours 24th July.

Saturday 25th July 2020

Briefing note


Male on Roof Wynne road - CAD 9645/24JUL20


At approx. 23:45 hours officers attempted to stop a vehicle and the driver made off on foot. After a short chase he climbed onto the roof of Bedwell House in an attempt to evade officers. A number of officers attended the location and with the assistance of NPAS and negotiators the male came down off the roof at 02:50 hours and was arrested for a number of offences.

GBH ? Old Kent Road ? CAD 9663/24JUL20


At 23.39 hours a report was received of a male having been stabbed in both arms and having lost a lot of blood. Officers attend the location along with LAS and the male was located and taken to hospital where his injuries were not deemed life threatening. Enquiries are still ongoing.

GBH ? Whitworth House, SE1 ? CAD 295/25JUL20


At 00:31 hours LAS reported that a male had been stabbed at the above location. Upon arrival officers found the victim who had been stabbed in the arm and leg by unknown assailants. He was taken to hospital where his injuries were deemed not life threatening. Enquiries are still ongoing.

GBH ? ivydale road, se15 ? CAD 331/25JUL20


At 00:36 hours LAS reported that a female had been stabbed at Ivydale Road; police attended and she was taken to hospital where her injuries were deemed not life threatening. A suspect is in custody for this matter.

The incidents above are under constant review and extra resources will be deployed to the area if required.

Section 35 Authority


Please be advised that a section 35 dispersal notice was issued for the Burgess Park area by Inspector Lamb commencing at 18:26 1st August until 07:00 3rd August after a large group of persons were at the location and there were some disturbances.

Section 60 Authority CAD 7443/01AUG20


A Section 60 police power has been authorised by Inspector Lamb covering the Burgess Park area in the following boundaries Camberwell Road, Westmoreland Road, Westmoreland Walk, Kinglake Street, Old Kent Road, Trafalgar Avenue, Sumner Road, Daniel Gardens, Burcher Gale Grove, Lynbrook Grove, Newent Close, Coleman Road, Wells Way, Parkhouse Street, Southampton Way, Dobson Walk, Edmund Street, Notley Street, Caspian Street, Bowyer Place from 19:15 hours 1st August until 07:00 hours 2nd August.


This followed a large disturbance in Burgess Park involving approx. 100 people; one person was seen with a knife and upon police arrival two males were arrested for Affray and possession of offensive weapons.

Extra police resources have been deployed to the area.

Police were called to Gautrey Road, SE15, at 14:17hrs on Tuesday 4th August following reports of a stabbing.


Officers and the London Ambulance Services attended and found a man was with stab injuries.


The man aged in his 40s was taken to hospital where he remains in a serious condition


A 62-year-old man was arrested at the scene on suspicion of causing grievous bodily harm and is currently in police custody.


A crime scene remains in place and enquiries continue.

Stabbing

On Tuesday 11th August 2020, at approximately 21.55 hours, police and the London Ambulance Service attended Glenfinlas Way, SE5, to reports of a shooting.


?


Upon arrival, a man was found with a gunshot wound. He was treated at the scene and conveyed to hospital. His injuries have since been confirmed to be non-life threatening.


?


Three men have been arrested in connection with this incident and are in custody at various London police stations.


?


A crime scene is in place and officers from Central South CID and Operation Trident are investigating.

On the 13th August 2020 police were called to Clements Road, SE16 concerning damage caused to the Headquarters of the Green Party.


Two arrests have been made and the suspects remain in custody at Brixton Police Station. This allegation is being dealt with by a Central London Unit as part of a wider investigation.

14/08/2020


Dear All,



On Tuesday 11th August 2020 at around 8.45pm officers responded to reports of a disturbance in Southwark Park Road. Whilst managing the conclusion of this disturbance an officer noticed two males acting suspiciously nearby and began to walk towards them. As the officer approached they ran off and separated. The officer then proceeded to chase one of the males on foot for some time in attempt to make him stop and noticed that throughout he was fiddling with a black shoulder bag he was carrying. The chase continued into the Lucey Way estate during which time the officer chasing the male heard a thud and noted that the bag was no longer on his shoulder. The male was also attempting to remove clothing so as to change his appearance. With the support from other officers both male were eventually detained on the estate and local residents assisted officers in locating the bag that had been discarded. A large knife and a firearm containing ammunition were discovered in and near to the bag that had been dropped. Both males were arrested on suspicion of possession of a firearm and possession of an offensive weapon. Officers from Trident assumed responsibility for the secondary investigation and following extensive enquiries and with supporting statements from local residents they managed to secure sufficient evidence to ensure one of the males has been charged with possession of a firearm. He has been remanded in custody to appear at Croydon Magistrates Court.

Serious Assault and Section 60

On Friday 21st August 2020, at approximately 17.22 hours police and the London Ambulance Service attended East Street, SE17, to reports of a stabbing.


?


A 24-year-old male was found with multiple stab wounds. He was treated at the scene and conveyed to hospital. Where he is currently receiving medical attention.


At this time no persons have been arrested in relation to this stabbing.


?


A crime scene is in place, covering Nursery Row Park. A number of extra officers have been deployed to the area to assist local units with additional patrols.


?


Inspector Lamb authorised additional search powers under Section 60 Criminal Justice and Public Order Act from 17:45 hours on 21st August until 0700 hours on 22nd August. This covers the Walworth Area (map below).

Dear all,


This is a very focused message ahead of the August bank holiday weekend to share with you Met-wide policing plans, and some of our local activity in Southwark and Lambeth.


We anticipate a number of different events taking place across the weekend, in different parts of London, and have appropriate resources in place to deal with this.


Traditionally this would be carnival weekend, however, the Notting Hill Carnival Trust made a decision, due to the COVID-19 pandemic, to celebrate the event in a digital first, and host videos and playlists all online at https://nhcarnival.org/


Whilst there is no organised event in Notting Hill, we anticipate that people will still want to attend the traditional carnival location.


We also expect a number of unlicensed music events (UMEs) or gatherings to take place, and a number of demonstrations and marches.


The pan London policing operation will begin from Friday, 28 August through to Tuesday, 1 September with an experienced command team under Commander Jane Connors, the Gold Strategic Commander, with T/Commander Ade Adelekan as Silver Tactical Commander.


The policing operation will divide London into five sectors, with sector one being the traditional carnival location. An experienced public order commander will be designated to each area to support the work of the local boroughs who will engage with the local community.


Locally we continue to work very closely with Lambeth and Southwark Councils with our ongoing plans and activities to engage with residents and visitors, provide visible policing and reassurance, patrolling in areas where crime and anti-social behaviour occur, and where necessary take action to deal. Our officers will also be patrolling alongside licensing and other staff from both councils.


Throughout the pandemic, the Met?s policing approach has been the 4 E?s ? engage, explain, encourage and as a last resort, enforce. This approach will continue across the weekend and we will do everything possible to engage, explain and encourage the public not to participate in protests or other public gatherings.


This week, officers have been travelling in the MPS Engagement Bus across London, (made a stop in Windrush Square

) working in conjunction with local authorities, other blue light services to meet with communities, reminding them of the Government health restrictions, and explaining our policing style and operation. Locally our Safer Neighbourhood Teams have taken part in local community events in Lambeth and Southwark, and this continues over the weekend. ? We will also be looking to invite the Engagement Bus back to make more appearances across Southwark and Lambeth.


Our communications will be sent out via our social media platforms, and the @MetPoliceEvents account will be the main account for updates over the weekend ? please may we ask that you retweet our call to action for communities to report any information on UMEs to police, and not to attend Notting Hill as there are no events taking place, the celebration is all online so please watch those from the comfort of your home.?You can also keep up to date locally as always via @LambethMPS and @MPSSouthwark.


We would also be very grateful if you could use your influence to remind the public of the health risk and the Government health restrictions. By doing so you would be helping us to keep London safer for everyone.

Thousands of additional officers were deployed across London over the Bank Holiday weekend in order to keep communities safe. Local officers were out engaging with the public as they have been over the summer period. Communities were reminded of the regulations put in place to keep them, their friends and families safe during the Coronavirus pandemic.

In addition to local officers, experienced public order officers were deployed to provide additional support should it have been required in response to any spontaneous incidents including protests and unlicensed music events.


?

Extinction Rebellion


?


You may have seen coverage of the protests which have been carried out by Extinction Rebellion throughout the week. A significant policing operation has been in place since the start of these protests to minimise the disruption to communities as best as possible, and keep those involved and the public as safe as possible.


?


So far more than 500 arrests have been made ? 200 of these were made on Lambeth Bridge alone after protesters locked themselves onto bikes on the carriageway yesterday, blocking the entire bridge. Activity by Extinction Rebellion is sporadic and presents complex situations for our officers. You can see some of the challenges created by the group in our latest video here:

Conditions under the Public Order Act have been imposed on sections of these protests every day to ensure disruption is kept to a minimum. The latest conditions were imposed last night on a planned assembly in Parliament Square today, and a procession into the capital. Appeal


The mother of a teenage boy shot dead in a park in east London three years ago has made a plea to the public to help catch those responsible on the third anniversary of her son?s death. Corey Junior Davis was shot in the head at close range in a playground in Moore Walk, E7. Despite an extensive investigation, no one has been convicted of his murder. Life-saving PC

Saturday ? Sunday, September 5th

Double stabbing


?


On Saturday, September 5th 2020, at 0540 police were called to a report of a stabbing on a bus in St Mary?s Road, SE15.


?


Officers and paramedics attended where they found a 79-year-old man with a stab wound below his ear.


?


We received another call minutes later reporting a second stabbing in nearby Frobisher Place where a 27-year-old male had been stabbed in the chest. We are treating the two incidents as linked.


?


Officers then detained a suspect in Lausanne Road. He has been arrested on two counts of causing grievous bodily harm.


?


Both victims are currently being treated in hospital. Their condition is described as stable but serious. There has been no indication from medical staff if their conditions are life-threatening or life-changing at this stage.


?


Crime scenes remain in place this morning. Officers have also closed St Mary?s Road with the junctions with Evelina Road, Dundas Road and Belfort Road. Lausanne Road is closed from Queen?s Road to Gellatly Road.


?


Detectives from CID are investigating. Their enquiries are on-going.


?

At 22:53 hours police and LAS responded to reports of a male having been stabbed at the above location. Upon their arrival they located a 42 year old male with a single stab wound under his armpit. He was taken to hospital where his injuries are still being assessed.

GBH ? skatepark southbank, se1 ? CAD 8546/12sep


At approximately 23:00 hours police received a number of calls reporting a large fight at the location and that persons had been seen with knives. Upon their attendance they located a male in his 20?s with a stab wound under his arm. He was taken to hospital where his injuries are currently assessed as being life threatening.


A further 20 year old male had taken himself to hospital from the location with a stab wound to the neck. His injuries are declared not life threatening.


CID officers are progressing the investigation and at no persons have as yet been arrested in relation to this incident.

Please be advised that at 23:59 hours Inspector Lamb authorised a dispersal area covering the Southbank (map below) this was in direct response to the violence that had occurred above.

On Wednesday 17th ?September 2020, at approximately 2046 hour?s police attended The Cut outside Sainsbury?s SE1.


A 42 year old male had been involved in a fight originally his injuries were not believed to be serious. He was taken to KCH where it was discovered he had a severe bleed on the brain. He was operated on and remains in a critical condition


At this time no persons have been arrested in relation to this matter.

A crime scene is currently in place.

On 23th September 2020 at 1524hrs police were called to a shooting in Alexis Street, SE16. Police attended accompanied by the London Ambulance Service.


A male was found at the location with gunshot injuries and taken to a London hospital for treatment.


His condition is not being treated as life threatening.


A crime scene is still in place with enquires ongoing.


No arrests have been made.

Briefing note


Stabbing and section 35 Anti-social Behaviour, Crime and Policing Act powers


On Tuesday 29thth September 2020, at approximately 15.20 hours, police officers on patrol in London Road, SE1, encountered a male youth who had been stabbed. An ambulance was requested and he was conveyed to hospital. His injuries have since been confirmed as non-life threatening nor life changing.


Two males have been arrested in connection with this incident and officers from Central South CID are investigating. A crime scene was in place in this area but has now been closed.


In response to this incident and in order to quell further acts of violence, dispersal powers under section 35 Anti-social Behaviour, Crime and Policing Act have been authorised by Inspector Hume, from 1800 hours on 29th September until 1759 hours on 1st October. The area covered by this dispersal is shown on the attached map.

On Thursday 1st October 2020, at approximately 22:15 hours, police officers responded to numerous calls from members of the public that a large group of males were blocking Old Kent Road, fighting, shouting, playing loud music and filming a drill video. Some of those present were believed to have affiliations to local gangs.


?


In response to this incident and in order to quell further acts likely to cause harassment, alarm or distress to members of the public, dispersal powers under section 35 Anti-social Behaviour, Crime and Policing Act have been authorised by Inspector Wilson, from 2256 hours on 1st October until 2255hrs hours on 3rd October. The area covered by this dispersal is shown on the attached map.

Briefing note


Firearm Incident and Section 60 Criminal Justice and Public Order Act powers



At six o?clock on Thursday, October 8th, 2020, we were called to a moped rider firing a handgun in Gowlett Road, SE15.


Local and specialist firearms officers responded. There are no reported injuries, but the attending officers found evidence of a firearm discharge. A crime scene is in place while detectives begin their investigation.


At 6.40pm Inspector Wilson authorised extra stop & search powers under Section 60. This authority covers the SE5, SE15, SE22 & SE22 postcodes for 24-hours. This is in response to the incident and to prevent further serious violence. A dispersal zone under Section 35 has been authorised for the locality and time-frame.

Briefing note


Attempted murder, stabbing ? Surrey Quays, Shopping Centre Car Park

At 1215pm we received reports of a group armed with knives fighting in the car park at Surrey Quays Shopping Centre, SE16.


Attending officers found an 18-year-old male with multiple wounds to the chest, abdomen and arm. He was taken to hospital where he is being treated for potentially life-threatening and life-changing injuries.


Officers then traced suspects to an address in Bermondsey where three male juveniles were arrested on suspicion of attempted murder. One suspect was treated in hospital for injuries to their hand. A fourth suspect was arrested for assisting an offender.


Further information from members of the public helped officers recover weapons believed to have been used in the attack.


The car park remains closed with a crime scene in place while detectives start their investigation.


Insp Nick Frisby has authorised extra stop & search powers under Section 60 in the area defined on the below map until 7am tomorrow, Saturday, October 17th.


Officers will be offering support to the victim and their family following this incident.


Extra patrols will be in place this weekend to provide community visibility, support and to prevent reprisals.

Dear all,

Since I last wrote to you we have seen the Prime Minister announce a national lockdown, which began today, for a month long period.


?


What will this mean for London? Whilst it won?t be the same as the March lock down, a significant different being our schools remain open, it will mean once again we all have to make sacrifices to protect each other and the NHS.


?


This lock down will be time limited and if we all adhere to the guidance over the four weeks it should give London an opportunity to keep the virus under control and not to see it increasing to the concerning levels faced in much of Northern England.


?


I know that the lock down period covers some important religious festivals which would normally bring communities and families together such as Diwali and how hard it will be to not celebrate in the way we would want to.


?


I also know that many people are worried about the impact on upcoming celebrations and family gatherings, such as Hanukkah and Christmas. Complying with these strict new restrictions and limiting our contact with others, working from home if you can and maintaining all the advice on wearing face coverings, washing hands and social distancing will give us the best chance to reduce future restrictions on these important events.


?


Over the past week we have seen a number of protests which have involved breaches of COVID restrictions - not having or being compliant with risk assessments - and us making a number of arrests and reporting people for fines, as a result. We have also seen several unlicensed music events or gatherings, including one where around 1,000 people attended in E14, resulting in the arrest of seven people under the coronavirus regulations for holding or being involved in the holding an event. They will be liable for a ?10,000 fixed penalty notice each. We were also called to a Christian celebration which led to one person being reported for a ?10,000 fixed penalty.


?


Each of these events risks the health of Londoners and we take these blatant and egregious breaches extremely seriously. We will continue to put extra patrols into the areas of highest COVID transmission to ensure we are doing everything we can to reduce breaches that are putting the public at risk.


?


Please use your influence to dissuade others from flouting the rule of six before we go into the next lockdown and to ensure that those who wish to protest do so safely, and within the rules. The majority of the public have been making sacrifices for many months now, to follow the rules and protect each other. It is not fair on everyone who complies with the restrictions that a small number of people flout the rules and we won?t let those who think they are above the law get away with this selfish behaviour.

Events in Europe

Following on from the horrific attacks in France last week, our thoughts go out to all those affected by the atrocious events in Vienna yesterday. Whilst the circumstances continue to be investigated, it wouldn?t be appropriate for us to comment at this time, except to say that we know that terrorists aim to create division. Londoners continue to stand together, proud of the fact that we are stronger for our differences.?

Continuing to protect London


?


Once again over the 10 days or so there have been some excellent operational successes and cases of note that have occurred in London and across the BCU:

We disrupted another drugs line supplying drugs across the South East, arresting the suspect with the suspected handset being used to run the line, 30 wraps of cocaine, 7 wraps of heroin and a paper deal list. He was subsequently charged with drugs supply offences and remanded in custody.


?


???????? On Thursday 29th October a number of dawn raids were executed in South London and Kent, following a joint operation targeting county lines drug dealers. In total, seven people were arrested on suspicion of drug supply, possession of criminal property and modern slavery.??20,000 in cash was also seized along with Class A and Class B substances, and a knife in one property in South Norwood. Those arrested include two men from Lambeth, one from South Norwood, two from Croydon, and two from Chatham in Kent. You can read about the story here.


???????? Following a hearing at Southwark Council Licensing Sub-Committee on Tuesday 27th October, Afrikiko Restaurant and Club had its alcohol licence revoked. Licensing officers from Southwark found that Afrikiko Restaurant in Old Kent Road, Peckham, continued acting as a nightclub and failed to abide by social-distancing rules. Despite numerous attempts by officers to engage with staff at the premises and encourage them to abide by the new regulations, there were further deliberate breaches. The licensing team will continue their work across the Boroughs to address any breaches and you are encouraged to report any activity in your area by calling 101 or reporting online here.


I would also like to highlight the following cases:


???????? Many of you will be aware of the collision near to the Elmington Estate in Camberwell involving a police car a few weeks ago. The driver of the other vehicle was arrested at the scene and a 25 year old man has been charged with two counts of causing serious injury by dangerous driving. Two officers suffered severe injuries but they are recovering well and are very grateful for the kind words of support from the community. Further information can be found here


???????? The unsolved murder of Daniel Duke in Kennington eleven years ago is one of the crimes being investigated by a specialist team in the Met. Operation Traxler is now offering a ?20,000 reward to anyone who provides information that leads to the identification, arrest and prosecution of the person or people responsible. Juvenile stabbed ? Eugenia Road, SE16

At about 3.30pm were called to a stabbing in Eugenia Road, SE16. Officers and paramedics found a 16-year-old boy with a serious stab wound to his wrist.

He is being treated at a South London hospital where his condition is described as not life-threatening, but potentially life-changing due to the injury. Officers have provided aftercare to the victim to support him and his family.


?


Crime scenes were established in Rotherhithe New Road and Eugenia Road while detectives in CID investigate the incident.


?


Officers have arrested two male juveniles on suspicion of causing grievous bodily harm. We are not looking for further suspects.


?


The incident is not believed to be gang-related. However, neighbourhood officers and Violent Crime Task Force (VCTF) are carrying out extra patrols of the area this evening and over the weekend.


?


Extra search powers under Section 60 have been considered, but are not thought necessary at this time.

At around 2130hrs on the 07th November 2020 police were called to a care home in SE15 concerning an assault by one resident on another.?

Earlier today, the Mayor, Sadiq Khan, has today published an Action Plan to further improve trust and confidence in the Metropolitan Police and to address community concerns about the use of certain police powers, and the impact on these particularly on Black Londoners.

The Met has worked with the Mayor?s team on the development of the Action Plan and has significant ongoing activity which will contribute to our joint ambition with the Mayor of being a police service all of London?s communities are proud of and which fully represents London.


?


In response to this publication, Commissioner Cressida Dick has released a statement. I would encourage you to read the full response which includes some of changes we have made and will be making in the future.


?


In her response, the Commissioner says: ?We have come a very long way over the last two decades, working with our many and diverse communities to build positive relationships, focus on what matters most to Londoners and recruit a workforce that reflects the city we serve.


?


?The Met wants all communities to have the same level of trust in us and aims to become the most trusted police service in the world. Lower levels of trust create challenges to keeping Londoners safe whether it is a reluctance to share information, to report crime, or to support our work to tackle violence.


?


?Our job is to protect all of London?s communities and to do so with professionalism and empathy. Some of the most serious violent crime on our streets, often involving knives and guns, affects some communities more than others.? Complex and societal reasons for this have meant this has been the case for far too long.?

I want to reassure you that building trust between our communities and my officers is really important to me, my team and the wider Met family and if you have any questions or concerns, please do not hesitate to contact me.

London Residency


?


We want the best people who can police London through their understanding of the city and local issues. We know there are benefits to focusing our recruitment efforts in London, so from today, we will be re-implementing the London residency requirement for most entry routes to join us as a police officer.


?


This mean those now registering an interest in becoming a police officer with us must have lived or studied in London for a minimum of three out of the last six years.


?


Introducing this criteria will help ensure that PCs, who have key community facing roles, join with a knowledge of London so that they can readily and effectively relate to and connect with the people they serve.


?


Today, half of all Black, Asian and Minority Ethnic police officers in England and Wales ? over 5,000, work in the Met. We have nearly 2,000 Special Constables of whom about 31% are from Black, Asian and Minority Ethnic communities and over 4,500 volunteer police cadets of which more than 43% are also from Black, Asian and Minority Ethnic communities. There are also nearly 10,000 police staff colleagues of whom over 26% are from Black, Asian and Minority Ethnic communities.

We want these numbers to increase further and have an ambition for Black, Asian and Minority Ethnic officers to make up 40% of all Met officers recruited from 2022. In addition, our ambition is to also increase the overall number of black officers in the Met and continue building on the success we have seen through our Outreach Recruitment Programme to encourage more black Londoners to consider a career in policing.

Incident in Edmonton


?


No doubt many of you would have seen the media and social media coverage from the incident on Wednesday evening where a car was driven into the front of Edmonton Police Station. Thankfully, no one was injured and it is not being treated as terror-related.


?


A 45-year-old man was arrested at the scene and he was charged yesterday with attempted arson with intent to endanger life and criminal damage and is appearing in court today at Highbury Corner Magistrates.


?


The officers investigating are keen to speak to the members of the public who helped at the scene and ask that they contact us on 101 quoting CAD 6388 of 11 November.

Briefing note


Murder, stabbing ? Harper Road, SE1

Police were called at approximately 11:10 hours on Tuesday, 17th November to reports of a male having been stabbed at an address in Bramwell House, SE1.


?


Multiple officers assisted by HEMS and LAS attended the scene but despite their efforts the male was pronounced deceased.


?


No arrests have been made and the enquiries are ongoing.


?
