The tyres are flat, the cover is off and flapping in the wind and the hubcaps have come off. Why not start the new year by moving it outside your own house? Taxed vehicles have to be insured, wherever you keep them and whether you drive them or not, but sorned vehicles are fine as long as they are not on the public highway. And if as suggested above, that part of the pavement is private land then the vehicle can sit there as long as it likes if it is sorned.
