Advice on building control

I need advice please on the purpose and liability of Building Control. We had a side return extension built, the builder very blatantly cut corners. He didn't damp proof, use the correct floor materials etc. And we are now (3 years later) in a position where the floor has fell in and we have to remove our whole kitchen, downstairs toilet, all the floors and start all over.

The works have been signed off by the council, but I'm not sure what exactly their sign-off covers.

if you email I will find out for you - ideally you'd scan a copy of the Building Control certificate.

To parties appear liable. The builder - are they still solvent? and the control for not doing their job.

Sorry, these articles don't make for good reading. Both reference a test case whereby a claim against a Council was thrown out by the judge...
