Did my daughter really have to do PE in her bra and knickers because she didn't have her PE kit? Or do others think this is acceptable?

Having picked my daughter up from her after school club, I was surprised to see a couple of other kids being picked up wearing what appeared to be their PE tops and pants. My daughter says that kids who don't have their PE kit simply just do after school activities in a t-shirt and their knickers. Surely this can't be right?
