Anyone know who's behind the door to door cloth sellers??

I think they're something to do with rehabilitating offenders - we've bought cloths (not v good quality ones as it turns out) before. Reason for asking is that one of their guys has just rung my door bell at bloody 10 pm, which is out of order in my book and it would be good to vent my frustration in the right direction. May be a bit more on edge with new baby in the house and husband away on stag jolly... And yes I know I can ignore the door but I find calling so late at night a bit intimidating - any ideas??
