LB Southwark PCN - help needed!

I was wondering if anybody has had any experience with LB Southwark PCN system. I have come home to a notice of execution from some baliffs for a traffic offence committed last July. Not only is this the first I have heard of it (I've moved twice but always updated my reg docs) and I wasn't even driving the car at the time.

In your experience am I just going to have to bite the bullet and pay the thing? The letter says 7 days until I get a "visit" or is it worth a fight even though they have sold the debt on?

If the PCN registration details belong to you ? Best pay it and claim the money from whoever had it at the time. Or type into Google PCN appeals and go from there.
