Complaining to Southwark about offstreet parking

Does anyone know a way of contacting Southwark about cars that park "offstreet" but protrude into the pavement a considerable way? I've searched the Southwark website but both old and shiny new versions seems determined to make it impossible to contact anyone to do with parking.
