Electrician needed to sort out light fitting

I have ceiling light problem in one of our bedrooms. A bulb blew a few weeks ago and tripped the circuit. Standard light bulbs (60w) won't work at all but strangely low watt bulbs glow very dimly.

I have tried changing the light fitting but this has not worked.

Anyone who can help I would be most appreciative
