Over time yes, although the degree of damage will depend upon what type of pavement you have and the level at which there are services beneath. If you're only driving a car over it (not loading a skip) on an occasional basis then you may get away with it.

Only if someone complains as far as I know but it may not be Southwark that takes action. If you do damage the services the utilities may come after you. Never heard of it in London, but have out of town. Don't forget that it may be your own services that get damaged.

    • @Sue that makes sense as its pretty tiny for eat in..we live down the road so can get lucky with walk-ins. Their phone number is 0208 291 4423 here's their website https://www.matoom.co.uk/ I just LOVE the food there
    • We’re pretty much down to just sparrows, wood pigeons and the occasional great tit.  Plus parakeets, but I chase them away.    A couple of years ago we had bluetits, robins, blackbirds & goldfinches most days, but almost never now despite washing out the bird bath most days & decent regular bird seed & fat balls.  we have had a couple of sparrow hawks which was exciting, but I’d rather have the goldfinches..  v sad.
    • My garden has been completely empty of birds since I took down my bird feeders (I have to sort out the garden before I put them up again in a different spot.Cats were sitting in wait).
    • You need to book I think? We couldn't get a table when we tried!
