Looking for handyman with ladder!

Hi there,

The outside of my flat (2nd floor) was painted last December when I was away by the people who live in the flat below (who have since moved). I recently went to open a window and found they have painted them shut. I cannot open them at all. The windows are good quality so don't need replacing...I just need someone to go up a ladder and run a knife around the edge so that I'm able to open them!

Any recommendations much appreciated.
