-documentary on terror by text on Monday BBC1, heard this announced on tv right now, this can't be true surely. As if we haven't enough to worry about.

I believe it's referring to how terrorists communicate using encrypted text messages i.e. WhatsApp. This came to light after the Westmister attack. More for the Security Services to worry about than the public...

That's not 'Terror by Text'. That's via 'Terror via WhatsApp and Tor'.
