Here is the response, which although not what I wanted (doesn't she and others at the GLA have the wherewithal to have asked this question already?) was at least fast.

I don?t have an answer to that off the top of my head ? I know that some borough officers do enforce.

We will table a question to the Mayor to try to find out more

That's promising, and as you say a fast response at least.

The thinking behind this charge is to discourage those with older cars from driving in central London? Alternatively you could argue that the mayor is saying as long as you pay the charge you can drive your old, polluting gas guzzling crate to your hearts content

Exactly what my point was. You are Free to pollute as long as you pay.

It's just an upfront fine.

Likewise, Taxing Cigarettes and booze does Nothing to stop people smoking and drinking.
