As it's a PDF file I'd suggest the best way forward is to find someone with Photoshop or similar and try applying a few filters, either to the file in its native format or after converting it to a JPG. Things like "Haze Removal", "Noise Removal", "Shake Reduction" and "Unsharp Mask" might help to make the wording clearer although, if the original document was written on parchment, it might still be difficult to discern the words from the grainy background.
Ah OK, I'm not surprised about the password to edit the file. The password is there to prevent people from editing/tampering with what is a copy of an official document. This is important to ensure that the integrity of the document is maintained. But let's not mess around with finding the password to edit the file. Instead, I'd suggest taking screenshots of each page of the PDF file and save those as JPG's (or perhaps BMP's for better quality.) Now ask your brother to look at those pictures and see what he can do with Photoshop to reveal the lettering.

    • Shout out to a local Science Tutor (ex ED Charter teacher her). Parents, you can boost your child's science performance while giving them the confidence to revise independently — with tutoring that costs half as much as traditional one-on-one sessions. I’m Harry Ingamells and I am a secondary school science teacher. I have six spaces available for private tuition this coming academic year. Over the past three years I’ve tutored many students in the local area, and one thing I’ve noticed is that while tutoring helps in the moment, many still struggle to revise effectively alone. So, my approach doesn’t just boost test scores — it also teaches students how to direct their own learning. It’s still the same personalised tutoring, but delivered differently to help your child develop as an independent learner.  If you’d like details, just drop me a quick message – I’d be happy to share more.
