Best mobile phone camera within budget?

I don't know anything about what makes a good camera, but I want to get a phone for someone which has one. I don't want to spend a lot (maybe ?250). I have overdosed on reading reviews and don't feel any the wiser.

Any recommendations would be gratefully received.

I saw this in action last weekend, so amazingly good. But the guy who had it wasn?t keen the actual ?phone? bit.

I have a Chinese phone myself but don't want to go there again due to the potential problem with updates. Also the phone bit is prone to peculiar faults.
