Has anyone else noticed how these have recently popped up out the front of several venues?

Walking down the high street is like an obstacle course...

Agreed. Generally annoying. Are they necessary? Can they just be moved out of the way or do shops have the right to put them there?

If they are on the shop's forecourt they have a right to have them there - if they are on the pavement (HofT and Draft House for example) they don't. If you call Southwark Council and ask to speak to someone about 'street furniture' (which is what they call these things) they will usually send someone down to check it out and warn businesses if they think it's getting out of hand.
