I would try approaching in a friendly matter to see what their justification is.

My neighbours did this with their bins, though clearly one of them had movement issues. They've had a disabled bay put in eventually. That is the correct way for them to deal with it.

No one has the right to reserve a space with a bin, if they won't engage to talk with you about why the would reasonably need it. Just Park in it regardless.

It is definitely illegal as it contravenes the Highways Act 1980.

You can take pictures and report it to the council. They can potentially receive a fine and/or be prosecuted.

I've had the same experience on my road where parking is limited due to the number of driveways. I've moved them out the way and parked there if necessary and left notes to say it is illegal. However if I do continue to experience this problem, I will be reporting it and taking next steps.

Hope this helps!

It?s only ok really when expecting heavy deliveries/builders (ie. not Ocado).

The norm seems to be if we see bins out like that, it?s for this purpose, so we respect their need and look elsewhere.

Constantly hogging the same space is out of order, move the bins to pavement.

BTW - do you ever need the space yourself ?

    • The residents & families of the estate are getting parking fines,  out of the blue , the residents parking system waa changed from Southern to Sippi with cameras put up in the car park and people issued with fines entering the estate for more then 10 minutes , families can no longer pick up or drop off family due to a new 10 minute wait fine. Residents are appealing with Sippi and Southern as there was no letters to consult of a parking change,  new waiting times or fines, delivery drivers are getting fines everyday,  if you get a fine,  appeal it, there is no signage up to say about parking fines or waiting time
