Should the council pay to clean up private businesses' fronts?

It used to be that the council would pay for vandalism on shop fronts/shutters (tags, etc.) to be cleaned off. Now, apparently, it does not.

Should it set money aside for this, or should businesses do it themselves? (Few do, unfortunately, even as retail needs a boost).

Why would you expect the council to pay for someone else's business?

If you your car gets crashed do you call the council ?

If you have a fever do you call the council

Why would you expect to be paid by someone for your assets if bad thing happen??!

They pay huge amounts in council tax.

Councils could pay for CCTV on application of shops and businesses and then acquire evidence useful to obtain antisocial behaviour orders. It may be a deterrent and at the same time a concrete aid to solve the problem.

As far as I understand, thet businesses are responsible for their premises including their forecourts. If the forecourt is dangerous - the council can ask that this be rectified within a certain period of time. Eventually council may repair it themselves and charge the business/landlord.
