Depends how long you need it for, but we've done Virtuo https://www.govirtuo.com/uk a couple of times when we needed a car, and it's always been a really great experience.

Need to start the registration process ASAP, though, as it's all app-based, so need to get through the security / driving license / DVLA check process. Hope this helps.
