I think Amex foots the bill. It is to get more people using it and more shops and businesses to accept it, because Amex users tend to spend more on their credit card than users of Visa, etc. or debit cards. (It used to be more expensive for shops and firms to accommodate Amex but that is less the case now, I am told but I don't know the full facts.)

Cafe G is a long-time favourite of mine, helped by it being by far the closest. Not cheap but have a good range of breakfasts done well.
