If you were breaching regulations then the police would anyway have warned you, even if they were in the cemetery for other reasons. The discussion was whether 8 officers just for dog-walking might not be overkill. I offered another reason for a bevy of officers to be present, but they'd hardly avoid picking up on a possible breach of regulations if they saw one.
