I fail to see how this is a big surprise, 3 levels progress for a high attainer is not a stretch target whereas for a low attainer, which you must appreciate includes students with severe special educational needs, it can on a case by case basis be almost unattainable. yet another issue with league tables.

a further consideration is of course how inaccurately KS2 SATs actually reflect ability and knowledge. In my professional life we are moving further and further away from using these tests as a basis for setting / streaming and ability at the start of year 7

That second article talks about the basis of the latest pronouncement (l5s converted to a/a* as opposed to b and the difference between the l5s in a selective school (all high l5s) and in a comprehensive ( all l5s)
