You could try this charity, they can provide free mange treatment with advise how to use or if the fox is really bad they can sometimes trap and treat.

the medicines recommended/supplied by the above fox charities are homeopathic remedies.

I've also been in touch with a fox expert who advised oral administration of Stronghold. this is licensed for topical use in the UK but appears to work if ingested orally as well.
