What is the closest road can park near DH Train Station , without restrictions..

I think there are restrictions around Ruskin Park between 12-2

In deed, you have to go towards the village or SE22 for parking, a fair walk.  Get an Uber or bus.  And if you get the bus back whilst you are waiting admire the sculptures/machines by the bus stop.

There are, but you can pay for those 2 hours by phone. If you park before 12 and not sure how long you'll be, take a note of the location and phone number then ring if you end up needing to.
