Parking on zigzags is a police matter (as well as council, maybe?). You can report it within 7 days via the Met Police website. To make a prosecution viable, it's helpful to have clear photos or video of the offence, preferably a couple of minutes apart. Met Police will issue notices of intent to prosecute (NIPs) on the basis of photos alone - if they're decent quality and supported by a clear report form.

Apparently cameras are going up shortly which will capture registration plates and drivers will receive a fine.
