What just happened near The Herne/Dunstans Road area?

I live near The Herne tavern. About 20 minutes ago there was this really loud noise, it sounded like a man repeatedly shouting swear words and ranting through a megaphone or something! It went on for about ten minutes, and then I heard a police car with its siren on pull up and stop somewhere near. Completely silent now! Does anyone know what happened?
