We can see the effects of the erosion of democracy elsewhere in the world right now; it is disturbing to see a Labour council turn a blind eye to what a consulted majority think and instead impose the agenda it wants. Look at any democratic organisation and they will implement policies where they don't go out to members. Labour is broadly centre left, probably supporting the environment, active travel, workers' rights, the welfare state etc etc. Not sure what you are expecting? Tory boroughs/governments also do much if this, until Sunak, all Tory led governments this millennium were very supportive of active travel, Johnson introduced the ULEZ which he expected would be extended to the circulars, Tory boroughs have parking controls and road restrictions.
