New fences Perry Vale/Dacres Road - Forest Hill

Does anyone know why these fences have been put up in front of houses on on Perry Vale/Dacres Road? Initially it was just fences but now there are gates and wire on top.

I noticed that too when we drove past yeaterday I can't imagine they'd build a house there-Its frankly odd-There's no planning permission notice visible.

I'm very amateurish in using Google Street View, but am I right in thinking that the properties are shown blurred there?
