There is an application for a Londis store to operate as an off-licence, selling alcohol, vapes, cigarettes and fast food takeaway next to the Charter East entrance. The proposed operating hours are daily until 1:00 AM.

If you look at the application linked to in the OP, you'll see it's a Licensing Act 2003 one, in this case for the purposes of sale by retail of alcohol and for the provision of late night refreshment: "TAKEAWAY COFFEE/ HOT SNACKS 2300-0100".

IF the shop counts as a Hot Food Takeaway, then section P48 of the Southwark Plan

which appears to be the latest one linked to on Southwark's site, will I presume be applied in any  planning application (Is there one?). It says:

"New hot food takeaways will only be permitted where: .....

3. The proposed location is further than 400 metres from any existing or proposed primary or secondary school’s boundary; ....."

It incorporates  policy laid down in the National Planning Policy Framework, and thence the London Plan. 

Over the years KFC, and others, have taken a  number of appeals against local planning authority decisions on Takeaways to the Planning Inspectorate.  Some have been allowed.  KFCs 'commentary on evidence contained in London Plan Topic Paper: Hot Food Takeaways', https://www.london.gov.uk/sites/default/files/nlp_ad_91.pdf may be of interest to some. I'm guessing it's referring to https://www.london.gov.uk/sites/default/files/london_plan_topic_paper_on_hot_food_takeaways.pdf of 2018, but haven't yet checked.

I thought the most they sell in terms of hot food at londis is like pastries and sausage rolls and for hot drinks its like costa coffee but its always a convenience store. Doesn’t look too bad in my opinion considering that shop has been closed down ever since i moved here

That site is currently being set up as a physio. A google search suggests units 1-2 is where Drop wine bar currently is.

I dont see a problem with this if there is a problem. Its quite further out from the charter school and its right next to where they are going to make the entrance for those student flats. If anything its better for the residents since the Mark and Son closes at 7. I’d imagine the teachers won’t let the students go into the shop after school hours anyways

Don't see an issue at all. Sounds like the protest is being made by friends and families of the two off licences, Morleys, pret and maxim chicken who are within 100 m of the school. Much ado about nothing. Besides if it doesn't proceed, the kids will walk a but further!!

agreed, I think there's been some serious foul play when even a Nightclub doesn't even get this many objections and this application is for a tiny off-licence with alcohol being a tiny part. If anyone was bothered to go down to the area you would see that the shop is tiny! This wouldn't be rejected if there's a wine store 2 units away which looks to be triple the size of this store

If you want a youth centre there pay the landlord the same rent a Londis would and build it yourself or shut the f**k up to be honest.

Wasting our MPs time with this trivial nonsense is appalling. If your kids are still out at 1am on a school night you've got bigger problems than vapes and booze and hot sausage rolls.

    • He seemed to me to be fully immersed in the Jeremy Corbyn ethos of the Labour Party. I dint think that (and self describing as a Marxist) would have helped much when Labour was changed under Starmer. There was a purge of people as far left as him that he was lucky to survive once in my opinion.
    • I perceive the problem.simply as spending too much without first shoring up the economy.  If the government had reduced borrowing,  and as much as most hate the idea, reduced government deiartment spending (so called austerity) and not bowed to union pressures for pay rises, then encouraged businesses to grow, extra cash would have entered the coffers and at a later stage when the economy was in a stronger position rises in NI or taxes would have a lesser impact, but instead Reeves turned that on its head by increasing ni which has killed growth, increased prices and shimmied the economy.  What's worse is that the perceived 20 billion black hole has increased to 30 billion in a year. Is there a risk that after 5 years it could be as high as 70 billion ???

    • There used to be a better baker than Gail's on the same site immediately before Gail's pulled their financial muscle.
