I was going to post this in the Lost/Found/Stolen.

The government shelled out £2.7m for photos of the King for public buildings but take-up wasn’t enthusiastic. But they won’t let on which institutions said yes or no. Has anyone seen one of these portraits locally? I’ll be on the lookout from now on.

Was there any need or warrant for the Grauniad to use 'spurned' rather than, say,'declined'?

I take your point. But I guess if you've spent a load of money on photos to be gifted to institutions who then turn them down, it might feel you've been spurned, rather than simply declined. 🤷‍♀️

Why didn't they find out beforehand what the likely take up would be?

I’d have gone for ‘scorned’.
