Dulwich Park looking shabby (not just because it is Autumn)

I was in the park yesterday for the first time in quite a while. I was surprised by the number of areas and borders that seem to be lying fallow. There was bindweed running all over beds I wouldn't expect to see bindweed and I must have missed any interesting Autumn planting. If there is any, can anyone direct me to it? We won't mention the boardwalk yet again. 

It's always a pleasure to see the trees turning and to appreciate how lucky we are to live near such a great park, and obviously this is not a criticism of the people who work there. I'm just concerned they might have lost funding or something?

The soil is really dry due to lack of rain and perhaps it's considered too dry to plant for next spring? I have a few things that need transplanting in my garden but not considering it until we have more rain.
