Handyman with long ladder needed for small job

The outside of our 1st and 2nd floor windows were painted not so long ago. There are 4 in all and they are stuck due to the paint. The person responsible for doing it doesn't seem to want to take responsibility for sorting it. Anyone out there who would do this job? Two of the windows are partially open.

  Why would as anyone want to vote Refit. OTT by Davey but why ate you saying it was disastrous? Just catching up on Newsnight and they are having an adult conversation on this
