rising damp

Couple of things:


1) is it definitely rising damp? Various things you can do to figure this out, such as salt test analysis. Could be bricks need repointing, or a leaky roof, or badly sealed window, etc.


2) is there good drainage. Sometimes plants, etc, left against a wall can retain moisture. Also worth paying attention to soakaways, guttering & drains.
