I think it's all up to people living in ED. If you would support local business and actually shop there instead of spending your money in big chains then local business would not go out of business and big chains would not be able to take over their shops.

I would say replace. Refurb of sash windows is very expensive and on the end you will still be left with single glazed windows. If you put a double glazing you will save money on the heating as well as reduce noise levels drastically.
