Hello, The easiest and the most cost effective way would be to draught-proof your windows. It will decrease heat loss drastically and the sashes will no longer rattle. Concerning double glazing, it is possible to keep your existing windows and just exchange the glass panes, although with redecorating which usually follows such operation it might be worth to consider having new double glazed sashes in terms of money.
