Southwark Plans for Camberwell Old & New Cemeteries.

Oops sorry I called you Martin, Mark, I'm not good at this thing and sorry I write like a press release. Frankly you should have Lewis back on - he would give you a much better argument. And I already put up the photo I put up so here's one of the glade I haven't posted for a while. Martin that's one angle of the discussion - some on here clearly do think woods and nature should be cut down and thousands of graves mounded over and thousands more dug up to sell ?new? burial plots over their remains. We feel strongly that the woods, graves, headstones and memorials are of more value and should be respected and preserved as nature reserves like many other full city cemeteries. Here?s a photo of more woods in Camberwell Old Cemetery that Southwark wants to clear for burial plots. The recent discussion clarified that the Church of England can decide about trees over 75mm diameter on consecrated land in municipal cemeteries. But also that the Church likes digging up graves and selling new burial plots more than it likes trees. Southwark Council is pursuing inner-city burial at all costs, but has failed amongst many other things to consult families, or carry out a borough burial needs assessment, or stop religious discrimination in its burial service or stop hundreds of people objecting. So we will continue to fight for the Camberwell Cemeteries and their woods, nature, green spaces, graves and history. Yes we love trees. Thanks for your suggestions. We are looking at all options to stop the Council. Here is another photo of Area K and all the trees and ?scrub? we love. Southwark is going to clear this area and dig up the dead buried here, not just mound them over as they have done on Woodvale and are doing on Area Z Underhill Road. Penguin: I think you had better contact the Church if you think they are misleading themselves. Here are photos we took in Area K, one of the glades, where Southwark are going to clear the 'scrub' and dig up thousands of graves - not mounding over like in Area Z - but actually removing the remains of people too poor to pay for private graves. It certainly won't look like this once Southwark's done. Penguin68: Do you really believe the Church's own legal department is misleading itself? The Church of England's Consistory Court? Referring to Faculty Rules about tree felling in its own judgement in a case on municipal cemeteries that took six months to write? If that's your argument, there's no point discussing this any more. Trees to be felled in municipal cemeteries on consecrated land do require Faculty (permission) from the Church of England. Here is the relevant part if the Church ruling, showing the Church has jurisdiction over trees above 75mm in consecrated areas of municipal cemeteries: ?Under the Faculty Jurisdiction Rules 2015, a faculty is not required for the felling of a tree where the diameter of any stem of does not exceed 75 millimetres (measured over the bark at height of 1.5m above ground level).? http://www.lawandreligionuk.com/2017/03/17/municipal-cemetry-development/ Also, here are the Faculty Rules 2015: http://www.legislation.gov.uk/uksi/2015/1568/contents/made We are meeting tonight Tuesday 7.30pm at the Herne Tavern on Forest Hill Road - everyone is welcome. Southwark has just said it wants to start cutting down trees on consecrated ground without Church permission, Council planning permission or a Woodland Conservation Management Plan. (In Camberwell Old Ceemetery, by Ryedale & Underhill Roads). http://www.savesouthwarkwoods.org.uk/council-tries-dodging-planning/4593805274 Contrary to what has been posted here on the forum, the Church DOES have to grant permission (faculty) to cut trees over 75mm diameter - or do any works which involve graves - on consecrated ground in municipal cemeteries. Should we ask for injuction? Blanche Cameron Friends of Camberwell Cemeteries 07731 304 966 [email protected] -

Here?s an aerial photograph of the 12 acres - now ten acres - of Camberwell Old Cemetery woods. The whole cemetery is a 30-acre Grade 1 SINC nature site on Metropolitan Open Land on the Green Chain. Southwark is not consulting residents - it removed the Woodland Level TPO on Camberwell Old Cemetery without consulting residents or stakeholders and with no Woodland Conservation Management Plan. A Conservation Management Plan is required and also has to be agreed by community stakeholders such as FOCC SSW. the Camberwell Cemeteries Working Group, Friends of Honor Oak Park and others. Southwark has also not notified the Church of England or applied to the Diocese of Southwark for permission as legally required for its next planned felling on consecrated land which these woods are. Southwark is acting like a developer - but without any of the legal restraints. Southwark awards itself planning permission based on documents it does not intend to keep to (Design & Access Statements) and in the face of over two thousand written objections from residents to applications, ignring the results of its own consultations. We are meeting 7.30pm this Tuesday 9th at the Herne Tavern, 2 Forest Hill Road - please come, everyone is welcome. The ruling by Southwark Diocese states 48 Commonwealth War Graves on Area Z alone - these are the 48 graves of soldiers on the site who died in the First and Second World Wars, or sadly afterwards from wounds sustained. The Chancellor's ruling is available to download here: http://savesouthwarkwoods.org.uk/church-supports-project/4593686592 Southwark only listed six CWGC graves on their planning application. They must have decided to inform the Diocese and the CWGC of the true figure after giving themselves planning permission. The Chancellor said he was surprised there were so many. There may also be more soldiers from other wars buried in Area Z and now mounded over to resell graves over the top - and indeed in Area F and F1 along Woodvale in Camberwell Old Cemetery too. In response to our 2016 families survey, most said they first heard about Southwark's plans to dig up or mound over graves from Save Southwark Woods/Friends of Camberwell Cemeteries, not from the Council. We have offered to help Southwark reach out to families to let them know what is happening - Southwark has refused. Attached is a photo of one of the glades in Camberwell Old Cemetery that Southwark plan to go for next. Blanche Cameron 07731 304 966 [email protected] www.savesouthwarkwoods.org.uk -

Hello Iloveeastdulwich We?re organising a families and friends meeting on Sunday 25th June 2pm at Brenchley Gardens Camberwell New Cemetery for people with relatives and loved ones in the cemeteries. Please come if you can, the relatives have never been asked about Southwark?s plans. The Council have said they want to excavate the private graves, dig up the remains, digging deeper, putting the remains back then burying other people in the graves, called it ?lift and deepen?. Tens of thousands of public graves are already being mounded over, including 48 Commonwealth War Graves in one area of Camberwell Old Cemetery. The Council has said they would store the headstones for a while and offer them to new families to use. If no-one wants them they might get rid of them - I am so sorry, I know this may be hard to hear. But this is why we are fighting. Some people obviously feel the cemeteries should continue to have new burials. But this treatment of the graves of people who were promised to rest in peace and not even asking their relatives and the cutting down of acres of woods - the cost is too great. My email is below for any questions at all. Blanche Cameron Friends of Camberwell Cemeteries 07731 304 966 [email protected] -

Andrew, redeveloping these cemeteries for new burial plots means destroying family memorials, mounding over graves and digging up the dead and destroying a lovely natural spot. It is indeed a cemetery - a full one, an historic one - with 300,000 people buried here. So let the dead and the woods rest in peace. Attached is photo in Camberwell Old Cemetery of headstones earmarked for removal and the graves dug up for new burial. Blanche Cameron 07731 304 966 www.savesouthwarkwoods.org.uk -

Cllr Wingfield said (if he was accurately quoted): ?Our sole aim is to create the additional burial space local people want?? Yes, all Southwark wants to do is create burial space, regardless of the families who are having their loved ones dug up or mounded over, or the local people who love the woods or all the local people who can?t be buried in the new plots. And the local people who don?t want these historic cemeteries irreparably damaged. Here is a photo taken Friday in Camberwell Old Cemetery - another area of the woods scheduled for felling for more new plots over thousands of graves. Cemetery Groups Unite to Demand No Further Tree Felling in Camberwell Old Cemetery http://www.savesouthwarkwoods.org.uk/stakeholders-vote-stop-felling Yesterday, Cemetery Stakeholder Group community members voted unanimously to demand Southwark Council not carry out any further tree felling in Camberwell Old Cemetery. ?The Stakeholders of the Camberwell Cemeteries do not give Southwark Council permission for any further felling in Camberwell Old Cemetery. Southwark Council must apply to the Church of England for the legally required faculty permission and agree a Conservation Management Plan with Cemetery Stakeholder community groups.? But Cemetery Stakeholder Group members including the Friends of Camberwell Cemeteries, Camberwell Cemeteries Working Group, Friends of Honor Oak Park and others - spoke as one to deny Southwark permission to cut down any trees in the 30-acre Grade 1 SINC which includes ten acres of woodland. Camberwell Old Cemetery is a Grade 1 SINC on Metropolitan Open Land on the Green Chain Walk, listed on the London Parks & Gardens Trust?s register of historic parks. The cemetery is one of Southwark?s designated woodlands and the Council must agree the Conservation Management Plan with community groups. This the Council should have done as soon as it decided to reopen the cemetery in the mid 2000s. The fact that Cemetery Stakeholder groups have no faith in Southwark Council not to fell woods without Church legal permission, public consultation or even a Conservation Management Plan is just another reason why Southwark is unfit to run a burial service. Southwark does indeed need permission from the Diocese of Southwark to cut down trees in consecrated areas of Camberwell Old Cemetery, a municipally-owned cemetery. Letter from the Diocese of Southwark 16 February 2016 states "proposals for tree felling which go beyond what has clearly been identified ... may require to be approved by faculty." Letter is printed in full in this statement: http://www.savesouthwarkwoods.org.uk/no-church-permission-for-works/4591833195 We have been told that Southwark will begin stripping the remaining wild areas of Camberwell Old Cemetery - known as J, K and L. We have little reason to doubt them after seeing what they have done on Area Z and on One Tree Hill. The trees and graves are on consecrated land and require Church permission and community consultation. Destruction of the remaining wild areas of Camberwell Old Cemetery could begin this week, without necessary permision. Here is the link to the letters we have written the Church of England and Southwark Council regarding tree felling in the Lanes of Camberwell Old Cemetery. These areas were consecrated in 1862 and 1913 and the Church has final say over trees over 75mm in diameter. Southwark has said they will start doing "woodland management" in Areas J, K, and L in the Lanes. http://www.savesouthwarkwoods.org.uk/council-tries-dodging-planning/4593805274 For aerial view of Old Cemetery Blanche Cameron Friends of Camberwell Cemeteries / Save Southwark Woods Campaign 07731 304 966 [email protected] [www.savesouthwarkwoods.org.uk] Twitter: @southwarkwoods Facebook: Save Southwark Woods Friends of Camberwell Cemeteries was founded as Save Southwark Woods in January 2015 to stop the destruction of the woods and graves of Camberwell Old and New Cemeteries. "Campaigners clash with council over soldiers' graves" Friday, 14th April 2017 in the South London Press. Councillor Wingfield is quoted as saying that "We will not bury on top of war graves". The Council had neglected to include in their planning application for Area Z, Camberwell Old Cemetery, the graves of 42 soldiers. Many of their graves would have been buried over (and still may be buried over). We are currently investigating whether any CGWC soldiers are buried in the Area F Woodvale development area of Camberwell Old Cemetery and if any have since been buried over. Disrespect for the nation's soldiers, and all of the buried, is just one reason why Southwark Council is unfit to run a burial programme. UNAPPROVED TREE CUTTING IN NEW AREA The Council has told us it is to start felling remaining woods in Camberwell Old Cemetery, acting without permission. Today we warned the Church of England that Southwark Council intends to cut down hundreds more trees in Areas J, K and L of Camberwell Old Cemetery without needed permission. See photo. FOCC has also written to remind Southwark Council that tree felling on consecrated ground requires Church of England permission. Southwark says this is ?to progress projects? ? ?new? burial plots over thousands of people?s graves. The Council is calling the tree felling ?woodland management? as if this exempts the Council from applying for Church permission. These woods are on consecrated ground. Southwark must apply for Church permission to cut down any tree over 3 inches or 75mm diameter. There are hundreds of these trees ?in the way? on the ten acres. Full Statement http://www.savesouthwarkwoods.org.uk/focc-warns-church-tree-felling/4593805274 MEETING FOCC/SSW will be having a planning meeting at The Herne Tavern, tonight at 7:30PM. SOUTHWARK CLAIMS NO TREES BETWEEN 75MM and 150MM CUT DOWN IN CEMETERIES. Southwark Council has just claimed in a Freedom of Information response that not one single medium-sized tree was cut down across two acres of cemetery woods. Southwark?s planning applications stated only 18 trees were to be cut down ? all of which were over 150mm diameter. No trees were listed under 150mm. This was clearly untrue. Photographs and videos before felling show hundreds of medium-sized trees across the two acres ? all now cut down. And Tree Officer Gary Meadowcroft told Southwark?s Scrutiny Committee all the medium-sized trees were not shown on plans because there were 'too many to count'. But Southwark Council has just claimed: ?There were no trees felled between 75mm ? 150mm diameter on consecrated land? (Southwark Council Freedom of Information request response). http://www.savesouthwarkwoods.org.uk/no-medium-trees-in-southwark/4593799629 In addition, we have learned that tree cutting will start soon in the other Lanes in Camberwel Old Cemetery. We do not know which trees are to be cut. Southwark Council hid 42 soldiers? war graves from public planning application www.savesouthwarkwoods.org.uk/council-hid-42-soldiers-graves Southwark Council hid the existence of forty-two soldiers? war graves from plans for ?new? burial plots over the dead in Camberwell Old Cemetery. Southwark applied in 2015 to cut down two acres of woods to sell 700 ?new? burial plots over 48,000 people buried in Area Z. Southwark?s application stated only six soldiers? war graves were located on the site. But in fact, an astonishing forty-eight WW1 and possibly WW2 soldiers lay beneath the trees. And incredibly, Southwark has no intention of marking twenty-three of the soldiers? graves ? as they would get in the way. These are soldiers who gave their lives for their country, dying either in battle or afterwards from their wounds. But Southwark hid their existence from the public until they had planning permission. Southwark did however tell the Church of England, whose permission they also required. Southwark Diocese?s Chancellor Petchey stated in his Consistory Court ruling: ?I was surprised to discover that there were as many as 48 unmarked war graves in Area Z? (para 45). So was the public. Chancellor Petchey disgracefully goes on: ?It might be better for all 48 graves to remain unmarked?. He then admits this is not in fact for him to decide. Why didn?t Southwark tell the public the truth? That they were developing over forty-eight soldiers? graves not six ? with no intention of marking twenty-three of them? Southwark Council has still not given the whereabouts of the unknown forty-two soldiers despite repeated requests, yet claims no burial plots will be sold over soldiers? graves. How can the public believe anything Southwark says now? Who is responsible for the cover-up? Harrison landscape consultants for leaving the soldiers? graves off plans? Southwark Council for feeding the public false planning information? And when did Southwark first contact the War Graves Commission? Also after planning permission? And how many soldiers are buried ? unmarked ? under hundreds of ?new? burial plots being sold right now in Area F Camberwell Old Cemetery developed in 2013? Tens of thousands of people are buried here too. How many soldiers are laid to rest across the ten acres of beautiful, inner city woods that Southwark intends to cut down next? When will the soldiers ? and everyone buried in the Camberwell Cemeteries ? be left to rest in peace among the trees? This is just another reason why Southwark Council is unfit to run a burial service. The Friends of Camberwell Cemeteries, the Save Southwark Woods campaign, are fighting to save the cemeteries as nature reserves with respect for the dead and woods and nature for the living. -
