No peterstorm1985, they have finished the work in May this year. They didn't come back to do anything with the vent. I have assumed it was something to do with an air brick, not sure really.

Why would the builders affix the front grill of a vent on the outside of the building ie on the brickwork, no drilling out through bricks to make a hole for a fan or anything? I'm puzzled.

It's because women's breast are portrayed as sex objects, if the baby was feeding from an elbow or shoulder, the oglers' wouldn't ogle so much . Babies are hungry when they are hungry and it stresses both mother and baby when oglers' cannot keep their perverted ogling eyes on their own food in a restaurant.
