Can't the council tow away the offending Wheelie bins? people would soon stop leaving them in the road if the council took them away.

It's terrible... those children could have been on their way to the hospital and they have to breathe in that guys cigarette or cigar smoke?! I went to take my shirts to the dry cleaners yesterday and planned to get some food from the pizza or Indian takeaways afterwards but there was so much noise and commotion - plus I was concerned I might get hit by flying gravel with all the digging going on - that I had to take my business to Lordship Lane. How much more does local trade have to suffer as a result of the council constantly ripping up our roads?!
