I heard a very similar story to you own! A lady was nearly hit by gravel in the same place and again all was given was verbal abuse. I have been told by the neighbours these people are leaseholder not the landlord and I'm sure they will be horrified at what they are doing. Call the police. I have had to do it to them this week as I am at my wits end with them. If you get the contact details of the real landlord then please PM me them as I would like to know what is going on also.
