Obstruction on Barry Road

I think its disgusting that the building site near the new cafe in Barry Road has today taken a delivery of flooring screed and had it dumped off the lorry straight onto the road and blocked the pavement aswell. Should it start raining who is going to pay for the blocked drains? I think the council need to take a look at this?
