URGENT need electrical/electronic person charging issue underwater torch

I have an underwater torch that was fullly discharged last time I used it. I cannot recharge the batteries. THe charger says no contact, but there is power flowing through the leads.

Need to get this up and running fast - by monday tuesday latest - any ideas as to where to go for this?

No idea whether they do this kind of thing, but there is an electrical shop in North Cross Road (next to Emily's Fish and Chips).

They once had a look at something for me (can't remember what) and told me what was wrong, but it couldn't be repaired.

THanks for the tips. Apparently I need to rejuvenate the battery I'll try the Northcross road guys.
