Recommendations: Boiler Malfunctioning

My central heating has stopped working and I am struggling to figure out the instructions. Does anyone have a recommendation on someone to get it back to rights?

What seems to be the problem? Is there electricity to it? Does it work with just hot water? You'll need to be a bit more specific.
