We have a rat problem - they're in the floor/ceiling cavities in our property. We've had 6 hours of investigative assessment from Aspect who believe the rats are accessing via the property next door. We're had workmen try to fill the access point with wire wool and expandable foam, but they're just not able to find (or perhaps aren't finding all) access points from our side. The landlord of the property next door refuses to act to investigate or do any work on his side.
