/Builders Question

Why would the builders affix the front grill of a vent on the outside of the building ie on the brickwork, no drilling out through bricks to make a hole for a fan or anything? I'm puzzled.

Perhaps a specialist diamond (core) driller is coming at a time when the builders won't be on site so the vent has been put on (with loose screws/bolts for easy removal) to identify the precise location that the hole needs to be drilled and so the vent can be put back on afterwards.

No peterstorm1985, they have finished the work in May this year. They didn't come back to do anything with the vent. I have assumed it was something to do with an air brick, not sure really.
