architect/construction company in ED - ROOFTOP terrace

Hello group

I live in the top floor apartment of a building development and am looking for advise on options to build up into our roof (we want a rooftop terrace) we do have freeholders permission but would need someone that can not only advise us on costs but also be familiar with getting permissions in Southwark, high restrictions, etc. Not sure if I should be looking for a builder, an architect, an engineer or what would that be?
