Does anyone know why the waiting time is so long?
Are all the counter spaces being used? If so, it's hard to see how things could be speeded up within the existing building.
Is the office short staffed eg due to illness?
Are the queues at particular times of day which may coincide with staff breaks?
Are the counter staff inexperienced or lack full training or are just very slow?
Is the manager inexperienced?
Do the customers have things which may take a long time?
I'm sure there are other potential reasons.
Without knowing what the issues are, it's hard to say how things could be improved.
Maybe, temper the complaint to say that it is a popular, well used service but understaffed by helpful people, often resulting in long queues of over an hour.
Make it less about how bad it is but how well.used and needed it is 😉
