Your rights are no longer governed by volume. Legislation changed in 2008. If not, search for Permitted Development rights 2008 on the planning Portal website).It is prudent to obtain a Certificate of Lawfulness prior to construction, as you will need to present this when you sell your property. If your property is a flat, or you live in a Conservation Area, you will not have Permitted Development rights.I hope this helps.
